2013/06/004 AS National Guard Bill


Honorable Commoners,

Ich beantragte eine Abstimmung zu folgendem Gesetz.
Sie haben 96 Stunden Zeit um mit Aye, Nay oder Abstention abzustimmen.


National Guard Bill

Article 1 - Signification

Section I
(1) Dieses Gesetz legt die rechtlichen Grundlagen der National Guard von Astoria State fest.
(2) Das Gesetz wird als "AS National Guard Act" zitiert.

Article 2 - The National Guard

Section II - Role
(1) Die Aufgaben der National Guard sind folgende:
(a) Die Unterstützung der bundesstaatlichen Behörden beim Katastrophenschutz.
(b) Die Unterstützung der staatlichen Gruppen beim Grenzschutz.
(c) Im Verteidigungsfall die Aufstockung der Truppen der USA.

Section III - Leadership
(1) Die National Guard untersteht dem Governor. Im Kriegsfall sind Präsident und Kongress ermächtigt, die National Guard zu Verteidigungszwecken einzusetzen.
(2) Der Governor ernennt den Commander als Gesamtverantwortlichen für Planung, Organisation, Ausbildung und Einsatz der National Guard.

Section IV - Structure
(1) Die National Guard besteht aus 3.000 hauptberuflichen, 1.000 freiwillig Dienst leistenden und 3.500 Reservisten.
(2) Der Hauptberufsdienst sowie der freiwillige Dienst umfassen eine zehnwöchige Grundausbildung.
(3) Freiwillige National Guardsmen müssen pro Monat 21 Tage in Bereitschaft sein.
(4) Hauptberufliche National Guardsmen haben rund um die Uhr Bereitschaftsdienst, das selbe gilt für Reservisten
(5) Das Gehalt der hauptberuflichen National Guardsmen und der Reservisten ist das selbe wie jenes der Soldaten des Verteidigungsministeriums.

Section V - Examination
(1) Jeder Bewerber für die National Guard muss sich einer Musterung unterziehen, die sich in medizinische, psychologische und physische Prüfungen umfasst.
(2) Über die Annahme des Bewerbers entscheiden die Ausbilder und Mediziner einstimmig.
(3) Sie entscheiden zudem über die Zuteilung zu den Waffengattungen.

Section VI - Training
(1) Ist ein Bewerber angenommen, muss er eine sechswöchigen Grundausbildung ablegen.
(2) Nach der Grundausbildung kann er eine Spezialausbildung ablegen.
(3) Die Commander der Waffengattungen sorgen für ein angemessenes Ausbildungsniveau.
(4) Das Personal der National Guard trifft sich einmal im Monat zu einem Auffrischungstraining in den Stützpunkten.

Section VII - Ranks
(1) Die Dienstränge der National Guard umfassen folgende Dienstränge:
(a) Private in Training (PiT)
(b) Private (Priv.)
(c) Officer (Of.)
(d) Lieutenant (Lt.)
(e) Lieutenant Commander(Lt. Cmd.)
(2) Beförderungen werden durch den Commander ausgesprochen.

Section VIII - Base
(1) Die Kaserne sowie auch der Stützpunkt der Nationalgarde befindet sich in New Virgine, AS.

Article 3 - Entry into force
(1) Das Gesetz tritt in Kraft durch die Zustimmung der Assembly.
