Honorable Senators!
The question before the House is whether it shall agree to the Bill to be read by the Clerk.

An act to transfer the power of ratification of an amendment to the United States Constitution to the People of the states.
Section 1 – Amending the U. S. Constitution
Der Verfassung der Vereinigten Staaten wird das folgende Amendment angefügt:
Amendment # [Popular Ratification of Constitutional Amendments]
Die Ratifizierung von Zusätzen zu dieser Verfassung soll durch eine in den jeweiligen Bundesstaaten durchgeführte Volksabstimmung geschehen. Als stimmberechtigt sollen jene Bürger gelten, die auf bundesstaatlicher Ebene wahlberechtigt sind.
Section 2 – Coming into force
Dieses Amendment tritt nach verfassungsmäßiger Ratifizierung durch die einzelnen Bundesstaaten in Kraft.
