zur Abstimmung steht der folgende Antrag:


Constitutional Amendment Bill

Article I - Purpose
Dieses Gesetz fügt der Verfassung Klauseln betreffend der Abwahl des Gouverneurs hinzu.

Amending the constitution
(1) Article II, Sec. 6 der Verfassung von Astoria State wird wie folgt neu gefasst:
    (1) Der Gouverneur und jeder andere Staatsdiener Astoria States kann vorzeitig aus seinem Amt entfernt werden.
    (2) Die Amtsenthebung muss von wenigstens einem Drittel der Mitglieder des Staatsparlamentes beantragt werden.
    (3) Die Amtsenthebung bedarf des Beschlusses von zwei Dritteln der Mitglieder des Staatsparlamentes.
    (4) Wird die Amtsenthebung des Gouverneurs beantragt, so muss der Antrag die Benennung eines Nachfolgers für den Fall der Amtsenthebung beinhalten.
    (5) Abweichend von (4) wird kein Nachfolger bestimmt, wenn
    (a) Der Gouverneur mehr als 21 Tage untätig war oder
    (b) Der Gouverneur sich einer Straftat im Amt schuldig gemacht hat.

(2) Es wird ferner Article II, Sec. 7 neu angefügt:
    Sec. 7 - Vote of Confidence
    (1) Der Gouverneur kann dem Staatsparlament eine Vertrauensfrage stellen.
    (2) Stimmen zwei Drittel der Angehörigen des Staatsparlamentes gegen den amtierenden Gouverneur, so verliert dieser sein Amt.
    (3) Im Falle einer negativ ausgehenden Vertrauensfrage hat das Staatsparlament binnen 14 Tagen einen Nachfolger für den Gouverneur zu bestimmen. Bis zur Bestimmung eines Nachfolgers bleibt der Gouverneur im Amt.


Article V - Coming into Force
Dieses Gesetz tritt entsprechen der verfassungsmäßigen Bestimmungen in Kraft.
