To the President-elect:


Der Federal Administration Act sieht zwar vor, dass die Leitung von mehreren Obersten Bundesbehörden in einer Hand vereidigt werden kann. Damit werden die betreffenden Obersten Bundesbehörden als einzelne Einheiten jedoch nicht aufgelöst. Es ist deswegen meine Rechtsauffassung, dass ein Kandidat für die Leitung zweier Oberster Bundesbehörden, des Department of Defense und des Department of State, für das jeweilige Amt ein Nominierungs- und Bestätigungsverfahren durchlaufen müsste.

Secretary Aspertine wird also gesonderte Nominierungs- und Bestätigungsverfahren für die Leitung des Department of Defense und des Department of State durchlaufen. Die vorliegende Nominierung betrachte ich dafür als ausreichend.
